NGOs to help poor Kalinga folks

 TABUK CITY, Kalinga—Two international non-government organizations have offered to help government agencies address poverty in one of the poorest regions in the country.

Heifer International Philippines (HIP) and International Association for Transformation (IAT) offered to help promote livelihood projects, reforestation, and milk production.

Mihan Buliyat, HIP Luzon Manager, said his organization was willing to provide equity counterpart to loans provided by the Department of Social Welfare and Development under its Self Employment Assistance Kaunlaran program.

“We can provide the same counterpart amount, say a P10,000 loan on hog raising can be equated with the same amount from Heifer in terms of livestock,” Buliyat said.

Through this scheme, if Heifer provided the livestock, the amount loaned by DSWD can be spent on housing and animal feeds, Buliyat said.

“If 3,000 livestock equity is provided by Heifer for Kalinga and Mt. Province, in five years 10,000 families will benefit from offsprings passed on to them,” he said.

Buliyat said he has been working with the Sangguniang Palnalawigan and the municipal mayors to support his request for the National Dairy Authority to declare Kalinga among its zones so ranchers can be trained on cattle upgrading through artificial insemination of hybrid semen.

Sison Paut, Chief Executive Officer of IAT, said beneficiaries of government doleouts should be organized and provided livelihood training under the Department of Agrarian Reform (DAR).
