Solons want SK abolished

Two administration lawmakers on Thursday sought the abolition of the Sangguniang Kabataan which they said failed to achieve its main objectives.

Re-elected Rep. Rep. Magtanggol Gunigundo of Valenzuela said instead of molding the youth for meaningful governance, the SK has become a “tool for exploitation” by unscrupulous politicians.

Gunigundo, a House deputy majority leader during the 15th Congress, said the state cannot just entrust power and public funds to teenagers aged 15-17 years old who do not have a full grasp of what responsibility and accountability are all about.

“Great power comes with great responsibility. At this point in time, they are expected to devote their precious time to their studies,” Gunigundo said as he vowed to introduce a measure in the 16th Congress proposing for the SK abolition.

Gunigundo added that “the youth should be given ample time to prepare and gradually realize what is behind the world they are entering.”

Re-elected Rep. Ben Evardone of Eastern Samar supported Gunigundo’s call, saying there was a need to introduce reform measures to the existing SK system.

Evardone said Congress should amend the Local Government Code of 1991 which created the SK.

“SK is a legitimate venue wherein the young people can channel their physical, social and intellectual capabilities,” Evardone said.

About nine measures were filed during the 15th Congress on the SK, four of which were calling for its abolition and five were for strengthening or reforming the SK.

The Barangay and Sangguniang Kabataan elections will be held this October 2013.

While President Benigno Aquino III had said that the barangay elections should push through as scheduled in October, Commission on Elections Chairman Sixto Brillantes said the elections should be postponed.
